Yet another ELPA: NonGNU ELPA

NonGNU ELPA是要求比GNU ELPA更宽松的ELPA（比如，不需要签assignment就可以提交package）但是不允许提交功能上依赖非自由软件的package（举个简单例子company-tabnine），package本身也必须是自由软件

貌似没 rsync

root@demo:~# rsync --list-only rsync://elpa.gnu.org/nongnu/
@ERROR: Unknown module 'nongnu'
rsync error: error starting client-server protocol (code 5) at main.c(1675) [Receiver=3.1.3]

目前就 3 个包，直接 HTTP 下载也没问题。

GitHub - emacs-china/elpa: Emacs China ELPA 镜像代码乱糟糟的，有些 rsync，有些 http，还先下载到 travis ci 服务器，再传回国内。真希望 ELPA 全提供 rsync 服务，而且国内可以访问且速度正常，本来就是一个 cron job 的事情，现在好折腾。

Oh, yes, I forgot to update the rsync service.
It should be fixed now.  Beside `elpa`, there's now `nongnu` and `nongnu-devel`.
